Clear all OCV tools.

::close_all_ocvs closes all OCV tools which have been opened using ::create_ocv_proj or ::read_ocv. All handles are invalid after this call.

This operator is only for internal use (like e.g. a reset program in HDevelop).

::close_all_ocvs returns always H_MSG_TRUE.
