Delete all background estimation data sets.

::close_all_bg_esti deletes the background estimation data sets and releases all used memory.

Since all estimaters are closed by ::close_all_bg_esti, all handles become invalid.

If it is possible to close the background estimation data sets the operator ::close_all_bg_esti returns the value H_MSG_TRUE. Otherwise an exception handling is raised.
